Currently, a number of privileges are provided for persons with disabilities to enter higher education institutions based on sectoral legislation. In accordance with Article 40 of Law No. 641, an additional admission quota of 2% (two percent) of the total number of applicants admitted to higher education institutions on a state grant basis is established for persons with disabilities.
The admission of persons with disabilities to higher education institutions based on the additional quota is carried out according to the results of the entrance examinations. Applicants who are not admitted under the additional quotas allocated for persons with disabilities participate in the competition for that field of study on general grounds with the scores they have collected.
The established 2 percent quota for the admission of applicants with disabilities to higher education institutions applies only to persons with Group I and II disabilities.
Note! This privilege does not apply to applicants with Group III disabilities.
Applicants with disabilities may submit documents to higher education institutions in either online or offline form.
Required documents for admission
When applying to a higher education institution, an applicant with a disability is required to possess the following documents:
The applicant's passport or ID card;
An attestation (certificate) issued by the educational institution where the applicant studied or a diploma from the college they graduated from;
A document confirming the Group I or II disability status;
A phone number registered in the applicant's own name.
Upon submitting the aforementioned documents to the admission commission established at the higher education institution, the applicant is required to apply with a petition addressed to the Rector of the higher education institution regarding the submission of documents for study.
Online Application Process
Applicants with disabilities may submit their documents online through the My.uzbmb.uz website. This is carried out in the following order:
The applicant accesses the My.uzbmb.uz website;
In the resulting window, the passport series and number, personal identification number (PINFL), phone number, and password are entered;
The applicant checks the box to consent to the use of personal data and clicks the registration button;
A code is sent via the website to the entered phone number, which is then entered into the program to confirm the data;
The applicant enters the admission section for higher and professional education institutions and clicks the button to use the service.
In the application section, the testing region, language of education, and testing alphabet are selected. Subsequently, the set of subjects for the test is determined. If a foreign language is present in the set of subjects chosen by the applicant, they must also select the relevant foreign language. After filling in the fields, the "save" button is pressed, and a confirmation code is sent via SMS.
It should be noted that no state fee is collected from applicants with disabilities.
The admission process for undergraduate programs at state higher education institutions is carried out in two stages:
First Stage: From June 5 to June 25 (including June 25) annually, applicants register for the test, select the set of subjects, language of education, testing region, and—if the entrance exams include a professional (creative) exam—the state higher education institution where this exam will be taken. Entrance examinations for admission are held in July–August.
Second Stage: Within 15 days after the full completion of the tests, applicants select the higher education institution, the undergraduate field of study, and the form of education.
Physical and communication accessibility
When applicants with disabilities visit testing sites and buildings where competitions are organized, favorable conditions must be created for them to move using special equipment. For example:
Special paths, ramps, and paved walkways must be organized in areas where applicants with disabilities move.
Applicants with hearing or speech impairments must be provided with sign language interpreters at the buildings and facilities where exams are organized.
