Procedure for assigning and paying allowances to certain categories of persons in need of social protection

Allowances for children with disabilities under the age of 18, as well as caregiving allowances, shall be assigned by the authorized body in a proactive format on the basis of electronic data submitted to the “Unified Register of Social Protection” information system.

         Disability allowances, survivor’s pensions, and old-age pensions shall be assigned upon application submitted through the State Services Centers, the Unified Interactive State Services Portal (UISSP), social worker groups of the authorized body, or via the UISSP, on the basis of electronic data transmitted by the Ministry of Health of the Republic of Uzbekistan and the Ministry of Justice of the Republic of Uzbekistan to the Agency’s “Unified National Social Protection” information system.

         The Agency shall conduct medical examinations of children under the age of 18 who appear for medical assessment in accordance with legislative acts, and where disability is established based on the results of such examination, the Agency shall, in a proactive format, transmit electronic data required for assigning allowances to the child and/or his or her legal representative in accordance with the procedure established by law, through the “TIEC” information system to the “Unified National Social Protection” information system at the place of permanent or temporary residence of the child under the age of 18 with an established disability and/or his or her legal representative.

         The Ministry of Health of the Republic of Uzbekistan shall, in a proactive format, transmit electronic data in accordance with Appendix 3 to this Regulation for the purpose of assigning allowances to a child under the age of 18 infected with HIV and/or his or her legal representative, through the “HIV/AIDS Prevention and Control” information system to the “Unified National Social Protection” information system at the place of permanent or temporary residence of the child under the age of 18 infected with HIV or his or her legal representative.

         The Ministry of Justice of the Republic of Uzbekistan shall examine information received from the authorized body regarding the kinship relationship of the legal representative with a child under the age of 18 with a disability or a child under the age of 18 infected with HIV through the “Unified Electronic Archive of Civil Status Records” information system and shall transmit the relevant data to the “Unified National Social Protection” information system.

         The authorized body shall verify, through the “Guardianship, Trusteeship and Adoption of Children” information system, information received from the “Unified National Social Protection” information system confirming that the legal representative is the guardian or custodian of a child under the age of 18 with a disability or a child under the age of 18 infected with HIV, and shall submit the necessary data to the “Unified National Social Protection” information system.

Based on the results of inquiries submitted by the Ministry of Justice of the Republic of Uzbekistan, as well as data obtained from the “Guardianship, Trusteeship and Adoption of Children” information system, the authorized body shall electronically adopt a decision through the “Unified National Social Protection” information system on assigning the relevant allowance to the legal representative of a child under the age of 18 with a disability, or on refusing to assign such allowance.
