On measures to improve the infrastructure for the provision of public services and expand access of the population to public services

In the country the system for providing public services to citizens and entrepreneurs is gradually reforming, systematic measures are being actively implemented to create a favorable investment and business climate, eliminate unnecessary bureaucratic barriers and fundamentally improve the quality of public services.

In particular, as a result of the reforms carried out in this area, more than 70 public services have been simplified, the time limits and number of documents required for the provision of services which are provided by public service centers, on average, have been reduced by two times.

Along with this, the low level of coverage of services provided by public service centers, the duration and high cost of public services provided, as well as the incomplete digitization of the necessary information in most government agencies indicate the relevance of the tasks we face in this direction.

In order to strengthen work to support the segments of the population in need of social protection, ensure the quality of the provision of public services, harmonize the processes of digitalization of the system for the provision of various categories of public services hereby decree:

1. To establish a procedure in accordance with which, from November 1, 2021:

a) in the provision of public services to persons registered in the information system “Unified Register of Social Protection”, as well as persons with disabilities of groups I and II through the centers of public services and (or) the Single Portal of Interactive Public Services (hereinafter referred to as the SPIPS), a 50% discount shall be applied for state duties, fees and any other payments established by acts of legislation (except for cases of application for business purposes or as a representative of a legal entity);

b) in case of a delay in the provision of public services provided through public service centers, the information system “License” and SPIPS, for more than three working days from the deadline established by acts of legislation, at the request of applicants 50 percent of state duties, fees and any other payments which are paid for using the services shall be returned to them within one business day. In this respect:

payments shall be returned to the applicant at the expense of the Public Services Development Fund of the Ministry of Justice and collected by the Ministry of Justice in an unconditional (non-acceptance) manner from extra-budgetary and other funds of state bodies and organizations that have delayed the provision of public services;

the relevant public service shall be provided to the applicant in full.

2. From January 1, 2022, to reduce the amount of state duties, fees and other payments levied for the provision of certain public services, in accordance with Annex No. 1.

3. To support the proposals of the Ministry of Justice, the Ministry of Finance, the Ministry of Economic Development and Poverty Reduction, as well as the Ministry of Development of Information Technologies and Communications, which provide for:

a) starting from December 1, 2021:

providing citizens of the Republic of Uzbekistan permanently residing abroad, foreign physical persons and legal entities, as well as stateless persons, with access to electronic public services through the issuance of certificates of electronic digital signature keys by diplomatic missions and consular offices of the Republic of Uzbekistan;

issuance, in a simplified manner, of a personal identification number of a physical person to foreign citizens and stateless persons who do not permanently reside in the Republic of Uzbekistan, by district (city) divisions of migration and citizenship registration and public service centers;

determination of the amount of payments established in acts of legislation in national currency for the issuance of a duplicate of a license, permit, certificate and other document of a permissive nature, up to 10 percent of the base calculated value (except for cases when payments are not established in acts of legislation or are determined in the amount of less than 10 percent of the base calculated value). In this respect, no fee shall be charged for issuing a duplicate of a license, permit, certificate and other permitting documents with a QR code applied;

b) introduction from January 1, 2022 of the procedure for processing and issuing, including through public service centers, an identification ID card of a citizen of the Republic of Uzbekistan, a foreign citizen and a stateless person permanently residing in the Republic of Uzbekistan, as well as a biometric passport of a citizen of the Republic of Uzbekistan for exit abroad.

The list of state bodies and organizations responsible for providing certain types of information and documents in electronic form from October 1, 2021 through the interdepartmental integration platform of the Electronic Government system, in accordance with Annex No. 3;

The list of certain types of public services, the time limits for the provision of which are reduced from January 1, 2022, in accordance with Annex No. 4;

5. To establish that from January 1, 2022, state bodies, business associations, local executive authorities and state organizations shall cancel the demand from the population, including business entities, of the:

a) information confirming the facts:

data of a certificate of state registration of a business entity;

availability of confirmation of obtaining a license, documents and notifications of a permissive nature;

possession of securities, conducting transactions with securities, receiving dividends;

registration as a low-income family or its member;

payment and receipt of alimony by an individual;

graduation from a secondary specialized, vocational educational institution of an individual;

presence of a citizen in “Yoshlar daftari” or “Ayollar daftari”;

data on documents confirming the applicant's right to a benefit upon admission to study at higher educational institutions;

b) following documents:

copies of financial statements;

certificates confirming the remuneration of an individual for the last 12 months;

information about the payment of social benefits and pensions.

In course of providing public services to individuals in the process of recruitment and implementing other administrative procedures, state bodies and organizations shall independently request from the responsible state bodies and organizations specified in Annex No. 4 to this Decree, the documents and information provided for in this paragraph, through an interdepartmental integration platform of system “Electronic government”.

To the Ministry for the Development of Information Technologies and Communications, together with ministries and departments, by January 1, 2022, to ensure integration with the interdepartmental integrated platform of the Electronic Government system of information and data contained in their information systems, resources and databases, while complying with the requirements information security.

To impose on the heads of ministries and departments personal responsibility for the timely and high-quality formation of electronic databases, digitization of information, submission of information and documents in electronic form in a timely manner.

The demand by state bodies and organizations from the population of the documents and information specified in this paragraph shall be deemed a violation of the requirements of acts of legislation in the field of rendering public services.

6. To determine that from January 1, 2022, at least 20 percent of the part of state duties, fees and any other payments collected for the provision of public services, transferred to the accounts of state bodies and organizations which are responsible for the provision of public services, shall be directed to the development of information technologies and digitization of documents in paper form in the specified state bodies and organizations.

To the Ministry of Finance, together with the Ministry for the Development of Information Technologies and Communications, to monitor, on an ongoing basis, the allocation of funds provided for in this paragraph to the development of information technologies and the digitization of documents in paper form in state bodies and organizations.

7. To introduce, from January 1, 2022, the following procedure for issuing qualification certificates to individuals for the right to engage in certain types of activities and certifying them for these purposes:

applications for the issuance of qualification certificates and certifying shall be accepted in electronic form;

process of the examination conducted for the issuance of a qualification certificate shall be recorded by continuous video recording (with sound), and the video recording shall be also stored for not less than one year;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш
payments collected from individuals for the issuance of qualification certificates and certification shall be made through the Unified Billing System for recording the amounts of state duties and fees paid for the provision of public services;

when candidates pass the exam, questions shall be asked in the form of tests by a computer and the results shall be announced at the same time (with the exception of areas requiring special skills and practical tests);

qualification certificates and attestation certificates shall be issued with a QR code.

8. To the Ministry for the Development of Information Technologies and Communications, together with the Ministry of Justice, in order to increase the share of electronic (online) services provided and create convenience for the population, by November 1, 2021, to ensure the development of a new version of the Unified Information System for Identification of Users of the Electronic Government System (OneID) and its mobile application.

In this respect, to create the possibility of remote identification, confirmation of the identity of a citizen using a mobile phone in the process of using public services, sending SMS messages to subscribers about the status of the provision of public services.

9. To introduce from January 1, 2022 in the city of Tashkent, and from July 1, 2022 - throughout the republic, a system for the provision of composite death registration services, which provides for:

issuing and sending a death certificate by an employee of a medical association to the civil statuses registry office (hereinafter referred to as CSRO) in electronic form through the automated information system “Electronic registration of birth and death, including perinatal death”. In this respect, a medical certificate of death can be issued in paper form at the request of close relatives of the deceased person, and they can apply to the CSRO on their own;

registration by the CSRO of the death of a person in the information system “Unified electronic archive of the CSRO” within one working day after receipt of the certificate, as well as confirmation of the fact of registration by applying a QR code;

at the request of the close relatives of the deceased person, registration by the CSRO of an act of death on a stamp certificate on an extraterritorial basis or its sending by the CSRO via postal service to the address indicated in the application.

10. To the Ministry for the Development of Information Technologies and Communications:

a) by October 1, 2021:

together with the off-budget Pension Fund and the Agency for the Development of Medical and Social Services, to ensure the integration of the information systems “Unified Register of Social Protection” and "VTEK" with SPIPS;

to introduce a system for real-time identification of persons who have benefits for the provision of public services through public service centers or SPIPS, and automatic determination of the amount of payments;

together with the Ministry of Foreign Affairs, the State Tax Committee and the Ministry of Justice, to create an opportunity for citizens of the Republic of Uzbekistan permanently residing abroad, foreign individuals and legal entities, as well as stateless persons, to access electronic public services through issuance of certificates of electronic digital signature keys by diplomatic missions and consular offices of the Republic of Uzbekistan;

together with the Central Bank, as well as interested ministries and departments, to introduce a mechanism for paying state duties, fees and any other payments for the use of electronic public services in foreign currency, while being abroad, through international payment systems and other means;

b) together with JSC Uzbektelecom, from September 1, 2021, to ensure connection to the Internet and a secure VPN network and the provision of services to all public service centers (their branches), CSRO of the republic at the most affordable tariffs set for the city of Tashkent, in order to increase quality and efficiency of services provided to the population.

11. To establish the Republican Working Commission for Coordinating the System of Providing Public Services to the Population and Business Entities (A.N. Aripov) in composition in accordance with Annex No. 6 and determine its main tasks as:

organizing and ensuring interaction between state bodies and other organizations in the provision of public services;

monitoring, analyzing and hearing reports from service providers on the implementation of acts of legislation in the field of public services, including the state of digitalization of information used in the provision of public services;

control of the implementation of the tasks and instructions provided for by this Decree, as well as those related to the introduction and improvement of the provision of public services;

taking measures to optimize, reduce the procedures, time limits and documents required for the provision of public services;

identifying and taking measures to eliminate factors that impede the effective provision of public services to individuals and legal entities, sending ministries and departments binding instructions and submissions;

development and submission for consideration to the Administration of the President of the Republic of Uzbekistan of proposals on improving the process of providing public services.

14. To the Ministry of Internal Affairs together with the Ministry of Justice and the Ministry of for the Development of Information Technologies and Communications, by January 1, 2022, to introduce the public service “car history” for the establishment of information (date of state registration, mileage, conclusion of civil law contracts, road traffic accidents, and others) through public service centers and SPIPS through state registration plates assigned to motor vehicles on a contractual basis.

15. To the Ministry of Housing and Communal Services, together with the State Center for Personalization, the Ministry of Energy, the Ministry for the Development of Information Technologies and Communications, the Agency for Cadastre, JSC "O'ZSUVTA'MINOT" and the interested ministries and departments, by December 1, 2021, to ensure the linking of all personal accounts for the use of utility services (gas supply, supply of electricity, provision of hot and drinking water, sewerage, waste disposal) to the personal identification number of an individual and the identification number of a taxpayer - legal entities, and through this linking, introduce the practice of providing services to each person with using unique number based on the principle of “single customer”.

To the Agency for Cadastre, together with organizations providing utility services, within three months to ensure the binding of all immovable property objects to cadastral numbers and their integration with the Unified Register of Addresses of Immovable Property Objects.

16. To the Ministry of Justice:

by December 1, 2021, to develop the National Strategy for Improving the System of Public Services for 2022 — 2026;

within two months, together with the Ministry of Health, to create “health corners” in the buildings of public service centers in regional centers, the cities of Tashkent and Nukus, equipped with the necessary technical means at the expense of the Extrabudgetary Fund of the Public Services Agency;

by August 20, 2021, together with interested ministries and departments, as well as local government authorities, to create expositions dedicated to the 30th anniversary of independence of the Republic of Uzbekistan in the buildings of public service centers and civil statutes registry offices;

within three months, together with the interested ministries and departments, to submit proposals to the Cabinet of Ministers on amendments and additions to the legislation arising from this Decree.

17. To amend and supplement certain decisions of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan in accordance with Annex No. 7.

18. To the Agency for Information and Mass Communications, together with the National News Agency of Uzbekistan and the National Television and Radio Company of Uzbekistan, to ensure wide coverage of the essence and content of this Decree in the mass media.
