Stage 1

Citizen of the Republic of Uzbekistan:

At the discretion of parents, guardians (trustees) — from birth until 16 years of age; upon reaching 16 years of age; upon acquisition of citizenship of the Republic of Uzbekistan; upon expiration of the biometric passport or ID-card of a citizen of the Republic of Uzbekistan.

Submits the following to the data collection point to obtain an ID-card:

— application form in the prescribed format;

— previously issued passport or ID-card;

— birth certificate (when issuing an ID-card for the first time);

— decision of the authorized body (if the ID-card was seized as physical evidence);

— receipt of payment of the state fee (receipt is not mandatory when paid through electronic payment systems).

Stage 2

Data collection point (migration and citizenship registration units of internal affairs bodies, public service centers)

Based on the documents submitted by the citizen of the Republic of Uzbekistan:

— enters the applicant's biographical data into the system;

— collects the person's electronic fingerprints;

— takes a digital format photograph of the person from the front;

— forms an electronic request for the issuance of the ID-card.

Within the day the application is submitted

Stage 3

Personalization Agency

Verifies the existence and correctness of the Personal Identification Number of a Physical Person (PINPP) of the citizen of the Republic of Uzbekistan who applied for an ID-card;

a) if the applicant does not have a PINPP:

generates a PINPP and sends the formed electronic request to the data collection point;

b) if the applicant has a PINPP:

sends the formed electronic request to the data collection point.

Stage 4

Data collection point

Personalizes and issues the identity ID-card of a citizen of the Republic of Uzbekistan based on the documents submitted by the citizen.

Within one business day after full acceptance of documents

Stage 5

Citizen of the Republic of Uzbekistan

Applies to the data collection point for the recovery or replacement of the ID-card in the following cases:

— loss of the ID-card;

— the ID-card or chip becomes unusable;

— change of the ID-card holder's surname, first name, patronymic, nationality, date of birth, gender, or discovery of inaccuracies in the data entered in the ID-card, with documents confirming these circumstances.

Within five business days when the circumstance occurs

Stage 6

Data collection point

Issues and provides the identity ID-card of a citizen of the Republic of Uzbekistan based on the documents submitted by the citizen.

Within five business days from the date of application for recovery or replacement of the ID-card

Stage 7

Ministry of Internal Affairs

Provides information on the issuance of identity ID-cards to citizens who have reached 16 years of age to the State Tax Committee and JSC "Xalq Banki".

In real-time

Stage 8

State Tax Committee

Registers citizens who have reached 16 years of age and were issued identity ID-cards as taxpayers.

On the day the information is received

Stage 9

JSC "Xalq Banki"

Registers citizens who have reached 16 years of age and were issued identity ID-cards in the accumulative pension system.

On the day the information is received

Stage 10

Ministry of Internal Affairs

Provides information to the State Tax Committee and JSC "Xalq Banki" when an ID-card is replaced due to a change in the citizen's biographical data.

Stage 1

Foreign citizen or stateless person registered at the place of permanent residence in the Republic of Uzbekistan:

At the discretion of parents or guardians (trustees) — from birth until 16 years of age; upon reaching 16 years of age; upon renunciation or loss of citizenship of the Republic of Uzbekistan; upon expiration of the residence permit or ID-card in the Republic of Uzbekistan.

Submits the following to the data collection point to obtain an ID-card:

— application form in the prescribed format;

— national passport of a foreign citizen (when issuing an ID-card for the first time for a foreign citizen permanently registered in the Republic of Uzbekistan);

— previously issued residence permit or ID-card;

— biometric passport of a citizen of the Republic of Uzbekistan or identity ID-card of a citizen of the Republic of Uzbekistan (in case of renunciation or loss of citizenship of the Republic of Uzbekistan);

— birth certificate (when issuing an ID-card for the first time);

— document issued by authorized bodies confirming the termination of the applicant's citizenship (in case of renunciation or loss of foreign citizenship);

— receipt of payment of the state fee (receipt is not mandatory when paid through electronic payment systems).

Stage 2

Data Collection Point (units of migration and citizenship registration of internal affairs bodies, public service centers)

Based on documents submitted by a foreign citizen or a stateless person registered by the place of permanent residence in the Republic of Uzbekistan:

• enters the biographical data of the applicant into the system;
• collects electronic fingerprints of the person;
• takes a digital photograph of the person in full-face;
• generates an electronic application for the issuance of an ID-card.

During the day of application

Stage 3

Personalization Agency

Checks the availability and correctness of the personal identification number of a foreign citizen or a stateless person registered by the place of permanent residence in the Republic of Uzbekistan who has applied for an ID-card; a) in the absence of a personal identification number of a physical person for the applicant:

• generates a personal identification number of a physical person and sends the generated electronic application to the data collection point; b) if the applicant has a personal identification number of a physical person:
• sends the generated electronic application to the data collection point.

Stage 4

Data Collection Point

Based on documents submitted by a foreign citizen or a stateless person registered by the place of permanent residence in the Republic of Uzbekistan, personalizes and issues an identification ID-card of a citizen of the Republic of Uzbekistan to him/her.

Within one working day after full acceptance of documents

Stage 5

A foreign citizen or a stateless person registered by the place of permanent residence in the Republic of Uzbekistan

Applies to the data collection point with an application for the restoration or replacement of an ID-card in the following cases:

• upon loss of the ID-card;
• when the ID-card or the chip becomes unusable;
• when the surname, first name, patronymic, nationality, date of birth, or gender of the ID-card holder changes, or when inaccuracies in the data entered into the ID-card are identified, with documents confirming these circumstances.

Within five working days upon occurrence of the event

Stage 6

Data Collection Point

Based on documents submitted by a foreign citizen or a stateless person registered by the place of permanent residence in the Republic of Uzbekistan, formalizes and issues an ID-card to him/her.

Within five working days from the date of application

Stage 7

Ministry of Internal Affairs

Provides information on the issuance of identification ID-cards to persons who have reached the age of 16 to the State Tax Committee and JSCB “Xalq Banki”.

Stage 8

State Tax Committee

Registers persons who have reached the age of 16 and have been issued identification ID-cards as taxpayers.

On the day the information is received

Stage 9

JSCB “Xalq Banki”

Registers persons who have reached the age of 16 and have been issued identification ID-cards in the funded pension system.

On the day the information is received

Stage 10

Ministry of Internal Affairs

n case of replacement or cancellation of an ID-card due to a change in the personʼs biographical data, provides information about this to the State Tax Committee and JSCB “Xalq Banki”.
