Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишҲужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишIn order to radically improve the activities of the financial authorities of the republic, review of tasks, functions, forms and methods of work of the Ministry of Finance of the Republic of Uzbekistan, aimed at ensuring strict adherence to the fiscal policy, sustainable, balanced and the dynamic development of the real sector of the economy and social sphere, strengthening the revenue base of local budgets and targeted, effective use of budget funds, I hereby decide:
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш1. To identify the following priority tasks and directions of activities of the Ministry of Finance of the Republic of Uzbekistan and its subdivisions:
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишimplementation of the unified state fiscal policy, aimed at increasing the role of financial authorities in ensuring sustainable high rates of economic growth, financial balance of the economy and the social sphere, full and timely implementation of social obligations of the state, financing of large investment projects and strengthening of the country's defense capability;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишconsistent improvement of the tax system by reducing the tax burden on the economy and the population, strengthening the stimulating role of taxes and other mandatory payments in ensuring the efficiency of production, rational use of minerals, land and water and other resources and equipment, increasing the efficiency of tax administration, simplifying the calculation procedure and payment of taxes and other obligatory payments, as well as optimization of their rates in order to ensure the completeness of collection of taxes and other obligatory payments;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишcardinal improvement of interbudgetary relations, comprehensive expansion of the revenue base of the budget of the Republic of Karakalpakstan, local budgets of regions and the city of Tashkent, ensuring their balance and self-sufficiency with the withdrawal of regions and districts from subsidies, carrying out, together with the khokimiyats of territories, systematic work to involve additional sources of income in the State budget on the basis of the comprehensive and intensive development of the Republic of Karakalpakstan, regions and the city of Tashkent, the most complete and effective use of the natural and economic potential, modernization and diversification of the economy of the territories;

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишcoordination of work to ensure the financial stability of the basic sectors of the economy, the introduction of effective methods and mechanisms of financial support for agriculture, improvement of pricing and the procedure for setting tariffs for certain types of goods and services and strengthening payment discipline;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишimplementation of state financial control over the targeted and rational use of funds from the budgets of the budgetary system, carrying out painstaking preventive work together with ministries, departments, business entities, local government bodies to ensure austerity, reduce production and distribution costs, eliminate losses, theft and improper expenses;

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишdevelopment of the main directions of state policy in the field of pension provision of citizens, ensuring a balance of income and expenditure of the off-budget Pension Fund under the Ministry of Finance, coordination and control over the implementation of the tasks and functions assigned to it by the off-budget Pension Fund under the Ministry of Finance, especially regarding the application of the established rules of appointment and timely payment of pensions and other related payments;

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишorganization of a system of training, retraining and advanced training of personnel in the field of public finance, radical improvement of the forms and methods of work of the leadership of the Ministry of Finance, its central office and structural units, prevention of bureaucracy and red tape in the activities of financial bodies, ensuring the observance of human rights, freedoms and interests, timely response to requests from physical persons and legal entities, increasing the responsibility of employees of financial authorities for the timely and high-quality performance of assigned tasks;

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишparticipation in the development and implementation of measures to counter the legalization of proceeds from crime, the financing of terrorism and the financing of the proliferation of weapons of mass destruction.

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишthe Fund for Payments for Agricultural Products Purchased for State Needs and the Fund for Meliorative Improvement of Irrigated Lands to subordination of the Complex of the Cabinet of Ministers for Agriculture and Water Resources, Processing of Agricultural Products and Consumer Goods;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишthe Republican Inspectorate of Medical and Social Expertise and its territorial divisions to the jurisdiction of the Ministry of Health of the Republic of Uzbekistan;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишthe sectors in the district and city subdivisions of the financial authorities for monitoring the appointment and payment of social benefits and material assistance to needy families and citizens to the jurisdiction of the Ministry of Employment and Labor Relations of the Republic of Uzbekistan, with the assignment of the Ministry of Employment and Labor Relations of the Republic of Uzbekistan and its territorial divisions with tasks on monitoring the appointment and payment of social benefits and material assistance to needy families and citizens.

Mirzaev), the Ministry of Health and the Ministry of Employment and Labor Relations of the Republic of Uzbekistan to ensure the organization of effective activities of the above funds and inspections transferred to them for management.

To abolish the Foundation of State Stimulation for equipment of the village with agricultural technique under the Ministry of Finance of the Republic of Uzbekistan, with imposing its functions to the Fund for payments for agricultural products purchased for state needs under the Cabinet of Ministers.

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишoff-budget Fund for the Development of the Material and Technical Base of Educational and Medical Institutions on the basis of the off-budget Fund for Reconstruction, Overhaul and Equipment of Educational Schools, Professional Colleges, Academic Lyceums and Medical Institutions, as well as the Fund for the Development of the Material and Technical Base of higher educational institutions;

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишstructure of the Ministry of Finance of the Republic of Karakalpakstan and standard structures of the main financial departments of khokimiyats of regions and Tashkent city, financial departments of khokimiyats of cities — regional centers, financial departments of khokimiyats of districts and cities in accordance with Appendices No. 3 — 6;

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишwith the Accounts Chamber of the Republic of Uzbekistan, to submit to the Office of the President of the Republic of Uzbekistan proposals for a radical strengthening of control over the efficiency of the use of budgetary funds, primarily in social institutions, further improvement of the system of state financial control, ensuring its independence, reliability and objectivity at the level of international standards;

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш1. This Regulation shall define the status, main tasks, functions, rights and organizational foundations of the activities of the Ministry of Finance of the Republic of Uzbekistan (hereinafter referred to as the Ministry of Finance).

The Ministry of Finance shall be a public administration body that carries out the functions of developing state policy in the budgetary, tax and customs-tariff spheres, as well as in the field of the financial market, insurance, pension provision of citizens, accounting and financial reporting, financing of budgetary organizations and budget recipients, pricing for goods and services of enterprises — monopolists, ensuring the achievement of strategic macroeconomic indicators and parameters of the State budget of the Republic of Uzbekistan.

The Minister of Finance of the Republic of Uzbekistan (hereinafter referred to as the Minister of Finance) shall be a member of the Cabinet of Ministers of the Republic of Uzbekistan.

The system of the Ministry of Finance shall include the Ministry of Finance of the Republic of Karakalpakstan, the main financial departments of khokimiyats of regions and the city of Tashkent, financial departments of khokimiyats of districts and cities (hereinafter — territorial financial bodies), the Treasury of the Ministry of Finance, territorial departments of the Treasury in the Republic of Karakalpakstan, regions and Tashkent, departments of the Treasury by districts and cities (hereinafter referred to as treasury departments), territorial divisions of the Main Control and Auditing Department of the Ministry of Finance, bodies — managers of state trust funds under the Ministry of Finance, and other organizations which subordinate to the Ministry of Finance.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишTerritorial financial bodies shall be accountable to the Ministry of Finance and, accordingly, to the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of regions and Tashkent city, districts and cities.

The Ministry of Finance shall be guided in its activities by the Constitution, the Budget Code, the laws of the Republic of Uzbekistan, resolutions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, as well as this Regulation.

Material and technical support of the Ministry of Finance and territorial financial bodies, treasury divisions, territorial divisions of the Main Control and Auditing Department of the Ministry of Finance shall be carried out at the expense of the State Budget of the Republic of Uzbekistan (hereinafter — the State Budget), the Fund for Social Development and Material Incentives for Employees of the Financial System of the Republic Uzbekistan and other sources not prohibited by legislation.

The Ministry of Finance, territorial financial bodies, treasury divisions, territorial divisions of the Main Control and Auditing Department of the Ministry of Finance, managing bodies of state trust funds under the Ministry of Finance, subordinate organizations shall be legal entities, have a seal with the State Emblem of the Republic of Uzbekistan and their name.

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш8. The main tasks of the Ministry of Finance shall be deemed:
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишimplementation of a unified state fiscal policy aimed at increasing the role of financial authorities in ensuring sustainable high rates of economic growth, financial balance of the economy and social sphere, full and timely fulfillment of social obligations of the state, financing large investment projects and strengthening the country's defense capability;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишconsistent improvement of the tax system by reducing the tax burden on the economy and the population, strengthening the stimulating role of taxes and other mandatory payments in ensuring the efficiency of production, rational use of minerals, land and water and other resources and equipment, increasing the efficiency of tax administration, simplifying the calculation procedure and payment of taxes and other obligatory payments, as well as optimization of their rates in order to ensure the completeness of collection of taxes and other obligatory payments;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишcardinal improvement of interbudgetary relations, comprehensive expansion of the revenue base of the budget of the Republic of Karakalpakstan, local budgets of regions and the city of Tashkent, ensuring their balance and self-sufficiency with the withdrawal of regions and districts from subventionality, carrying out, together with the khokimiyats of territories, systematic work to involve additional sources of income in the State budget on the basis of complex and intensive development of the Republic of Karakalpakstan, regions and the city of Tashkent, the most complete and effective use of the natural and economic potential, modernization and diversification of the economy of the territories;

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишdevelops, together with other interested ministries and departments, a taxation methodology, tax rates and other mandatory payments, as well as forms of settlements, declarations and other documents related to the calculation and payment of taxes and other mandatory payments;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишmonitors the efficiency of rates and the mechanism for calculating taxes and other mandatory payments, submits proposals to the Cabinet of Ministers of the Republic of Uzbekistan on changing the rates of taxes and other mandatory payments aimed at improving their collection;

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишprovides legal regulation of relations in the field of tax consulting;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишcarries out analysis and monitoring of the current tax legislation of the Republic of Uzbekistan, as well as tax consulting activities;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишcoordinates the programs for the training and professional development of tax consultants approved by the Chamber of Tax Consultants of Uzbekistan, as well as the procedure for organizing and conducting qualification examinations for obtaining a tax consultant's qualification certificate. Furthermore, it publishes the register of tax consultants on its official website and regularly updates it;

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишprepares a draft State budget and considers draft budgets of state trust funds, taking into account ensuring the sustainability of public finances, concentrating resources on priority areas of the country's development, as well as increasing the efficiency of the economy and stimulating investment activity;

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишdevelops and submits to the Cabinet of Ministers of the Republic of Uzbekistan proposals on the distribution of national taxes between the levels of the corresponding budgets of the budgetary system;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишprepares, together with ministries and departments and submits to the Cabinet of Ministers of the Republic of Uzbekistan, proposals on the formation and use of budgets of state targeted and extra-budgetary funds of budgetary organizations to establish the size and procedure for deductions to these funds;

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишsubmits to the Cabinet of Ministers of the Republic of Uzbekistan a report on the execution of the State budget and budgets of state trust funds for the corresponding period;

A collegium shall be formed in the Ministry, consisting of the Minister of Finance (chairman), deputy ministers (ex officio), as well as heads of structural divisions of the Ministry in accordance with the main directions of its activities.

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишThe Collegium of the Ministry of Finance shall consider the main issues of the activities of the Ministry of Finance, hear reports from the heads of structural divisions of the Ministry of Finance and territorial financial bodies, treasury divisions, territorial divisions of the Main Control and Auditing Directorate of the Ministry of Finance and other subordinate organizations included in the system of the Ministry of Finance, discuss issues of verification of the implementation of adopted decisions, draft the most important orders and other acts of the Ministry, as well as the results of inspections.

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишCollegium decisions shall be implemented by orders of the Minister of Finance. In case of disagreement between the Minister of Finance and the members of the collegium, the Minister of Finance shall independently adopt a decision, reporting to the Cabinet of Ministers of the Republic of Uzbekistan about the disagreements that have arisen. The members of the collegium can also communicate their opinion to the Cabinet of Ministers of the Republic of Uzbekistan.

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишThe Minister of Finance of the Republic of Karakalpakstan and Deputy Ministers of Finance of the Republic of Karakalpakstan shall be appointed, respectively, by Jokargy Kenes of the Republic of Karakalpakstan and the Council of Ministers of the Republic of Karakalpakstan in agreement with the Ministry of Finance.
