On additional measures to stimulate attraction of direct private foreign investments
In order to further improve the investment climate in the country, to broadly attract private foreign direct investment for the implementation of privatization, modernization, technical re-equipment and reconstruction of production programs, create new jobs in the labor-surplus regions of the republic, as well as provide reliable legal protection and guarantees for foreign investors:
1. For enterprises established with the attraction of direct foreign investments and specialized in the production of products (provision of services) in economic sectors according to the list in accordance with the appendix, specific features of applying incentives for individual taxes in the manner prescribed by the Tax Code of the Republic of Uzbekistan are provided for the following volumes of direct private foreign investments:
from 300 thousand US dollars to 3 million US dollars — for a period of 3 years;
over 3 million US dollars up to 10 million US dollars — for a period of 5 years;
where it exceeds 10 million US dollars — for a period of 7 years.
2. It shall be established that incentives for individual taxes provided for by the Tax Code of the Republic of Uzbekistan, specified in Clause 1 of this Decree, shall be applied when locating the specified enterprises in all cities and settlements of the Republic, except for the city of Tashkent and districts and cities of categories 1–3 of the Tashkent region. Such territorial restriction shall not apply to enterprises operating in the fields of tourism and waste management.
3. The Ministry of Investment, Industry, and Trade of the Republic of Uzbekistan shall be charged with the task of determining whether enterprises attracting direct private foreign investments belong to the economic sectors specified in the appendix to this Decree.
5. In the event of termination of the activities of an enterprise that has received benefits in accordance with paragraph 1 of this Decree, earlier than one year after the expiration of the period for which they were granted, the repatriation of profits and the export of capital of a foreign investor abroad is carried out only after reimbursement to the budget of the amounts of granted benefits.
9. The Ministry of Justice of the Republic of Uzbekistan together with the interested ministries and departments within one month to submit proposals to the Cabinet of Ministers on amendments and additions to the existing legislative acts in connection with the adoption of this Decree.
10. Control over the implementation of this Decree is entrusted to the First Deputy Prime Minister of the Republic of Uzbekistan R.S. Azimova.

1. Products of the electronics industry and the production of components for computer and computer technology.
2. Light industry:
production of finished cotton, woolen and mixed fabrics, as well as knitted fabrics;
production of finished sewing, knitwear, hosiery and textile haberdashery;
natural leather production, leather and haberdashery industry, footwear industry.
3. Silk industry:
production of silk fabrics and finished silk products.
4. Building materials industry:
production of new types of building materials specified in Appendix No. 1a to the Decree of the President of the Republic of Uzbekistan dated March 24, 2005 No. DP-3586.
5. Industrial production of poultry meat and eggs.
6. Food industry:
production of finished industrially-processed food products from local raw materials (excluding alcoholic, non-alcoholic drinks and tobacco products).
7. Meat and dairy industry:
production of finished types of meat and dairy products, cheese and animal oil, as well as products of processing of the entrails of animals.
8. Production of larvae and juvenile fish, as well as processing and preserving of fish and fish products.
9. Chemical industry.
10. Petrochemical industry.
11. The medical industry, as well as the production of drugs for veterinary medicine.
12. Production of packaging materials.
13. Construction of power plants based on alternative energy sources.
14. Coal industry:
coal preparation;
production of coal briquettes;
shale industry.
15. Production of electroferroalloys and hardware for industrial use.
16. Mechanical engineering and metalworking:
engineering;
tractor and agricultural engineering;
construction, road and municipal engineering;
mechanical engineering for light and food industries and household appliances.
17. Machine tool and tool industry.
18. Glass and porcelain industry.
19. Microbiological industry.
20. Manufacture of toys.
21. Tourism:
hotel services;
tourist services;
organization of theme parks (an amusement park, an ensemble of parks organized on one or several topics, providing services aimed at meeting the needs of visitors at different ages).
22. Carrying out waste management activities.
23. Cultivation of agricultural products.
