In order to further enhance the tourism potential of the country, in particular the development of the tourism industry with the use of existing on the territory of the old city of Tashkent, cultural, educational, and spiritual and religious facilities, effective use of vacant buildings and facilities, to attract foreign investments:

1. To take a note, that:

building and facilities of the former hotel complex “Chorsu”, located at Tashkent city, Shaikhantakhur district, st. A. Navoi, area “Chorsu” (hereinafter — the object), are empty in for a long time and in the present time the object is in the jurisdiction of the Department of operation of buildings of khokimiyat of Tashkent city;

between the State Committee of the Republic of Uzbekistan on investment, the State Committee of the Republic of Uzbekistan on the development of tourism, the khokimiyat of Tashkent city and the turkish company “Demir group” signed a memorandum of cooperation for the development of tourism in the area of reconstruction of hotel “Chorsu” with the creation of a hotel complex and a business center;

for the practical implementation of this memorandum, company “Demir group” established a joint company “Inter Tourism” LLC in the Republic of Uzbekistan.

2. To take the offer of the company “Demir group” of creation on the basis of object Tourism zone “Eski Shahar” includes in itself a modern hotel, shopping and entertainment, a health and tourist complex with traditional craft workshops and shops, with the use of cultural, educational and spiritual religious objects of the old city (hereinafter - the project).

3. To approve the proposal khokimiyat of Tashkent city, the State Committee of the Republic of Uzbekistan on the development of tourism, the State Committee of the Republic of Uzbekistan for the promotion of privatized enterprises and the development of competition, the State Committee of the Republic of Uzbekistan on investment for the implementation of the object the joint company “Inter Tourism” LLC at “zero” redemption cost with the condition fulfillment of investment and social obligations.

4. To determine that the joint company “Inter Tourism” takes on itself the obligation of:

involvement in the course of two years, investments in the amount of not less than 33 million USA dollars for the expense of own and attracted funds of foreign investors and commercial banks without guarantees of the Government of the Republic of Uzbekistan to create a Tourism zone “Eski Shahar”, providing for the construction and reconstruction of the hotel “Chorsu” and the organization of a new hotel complex with a level of service corresponding to the category of not less than four-star hotel, in the 270 rooms, which includes in itself restaurants, shops, spa salons, landscaped territory with the necessary infrastructure and parking;

creating no less than 350 new working places of the number of citizens of the Republic of Uzbekistan;

attracting a partner with an international hotel brand with a network of international hotels.

At the same time, the project implementation period should be determined in 2017 - 2019.

5. The State Committee of the Republic of Uzbekistan for the promotion of privatized enterprises and the development of competition, together with the State Committee of the Republic of Uzbekistan on the development of tourism and the khokimiyat of Tashkent city, shall ensure:

conclude with the joint company “Inter Tourism” LLC contract of purchase and sale of the object of the “zero” redemption cost with the condition of fulfillment of investment and social obligations specified in paragraph 4 of this decision;

control of the proper implementation of the joint company “Inter Tourism” LLC - taken on itself the investment and social obligations.

6. In order to fully functioning areas of the hotel as a Tourism zone with all necessary infrastructure the khokimiyat of Tashkent city jointly with the State Committee of the Republic of Uzbekistan on land resources, geodesy, cartography and state cadastre and the joint company “Inter Tourism” LLC in the two-week period to determine the boundaries of the land plot, necessary for the creation of the Tourism zone “Eski Shahar”, and in the prescribed manner to ensure registration of cadastral documents.

7. Release:

period up to 31 December 2019 the year of payment of customs payments (with the exception of fees for customs clearance) equipment, materials, hardware products, furniture and equipment, imported by the joint company “Inter Tourism” LLC and its contractors (subcontractors) organizations, in that those in the customs “temporary import” regime for the reconstruction, construction and equipment of Tourism zone “Eski Shahar” and hotel complex according to lists approved in the established manner.

the joint company “Inter Tourism” LLC from payment of tax on income, tax on property, land tax, tax on improvement and development of social infrastructure, as well as mandatory contributions to the Republican Road Fund under the Cabinet of Ministers of the Republic of Uzbekistan for the period to 7 years from the date of entry into operation Tourism zone “Eski Shahar”;

created on the territory of the Tourism zone “Eski Shahar” objects of business, craft workshops and shops on the implementation of cultural, educational , and spiritual and religious products and services from payment of tax on income, tax on improvement and development of social infrastructure, single tax payment for micro and small enterprises period to 3 years from the date of entry into operation of the Tourism zone “Eski Shahar”.

8. The Ministry of Foreign Affairs of the Republic of Uzbekistan at the request of the joint company “Inter Tourism” LLC ensure clearance of multiple entry visas to highly qualified foreign professionals, and members of their families, attracted to participate in the implementation of the project.

9. The Ministry of Internal Affairs of the Republic of Uzbekistan at the request of the joint company “Inter Tourism” LLC provide in the established order the extension of multiple visas timely issuance (extension) the temporary residence permit highly qualified foreign professionals, and members of their families, attracted to participate in the implementation of the project.

10. The Ministry of Employment and Labor Relations of the Republic of Uzbekistan to provide at the request of the joint company “Inter Tourism” LLC timely issuance (extension) in the prescribed manner permission to attract in the Republic of Uzbekistan highly qualified foreign specialists to participate in the implementation of the project, as well as the issuance (extension) said foreign nationals evidence on the right of labor activity on the territory of the Republic of Uzbekistan.

11. The control over the implementation of this resolution shall be assigned to the Deputy Prime Minister of the Republic of Uzbekistan D.A. Kuchkarov, Chairman of the State Committee on the development of tourism A.A. Abdukhakimov, Chairman of the State Committee of the Republic of Uzbekistan for the promotion of privatized enterprises and the development of competition R.A. Gulyamov and hokim of Tashkent city R.J. Usmonov.
