The Government of the Republic of Uzbekistan and the Government of the Republic of Serbia (hereinafter referred to as the “Parties”),

Desirous of promoting their bilateral relations and aiming to facilitate travel of their respective citizens, holders of valid diplomatic or official passports,

Have reached the following understanding:

Article 1
Scope of the Agreement

The provision of this Agreement shall apply to the holders of any of the following passports:

1. Diplomatic passports, issued by the Government of the Republic of Uzbekistan;

2. Diplomatic and official passports, issued by the Government of the Republic of Serbia.

Article 2
Visa Exemption

1. The holders of valid diplomatic or official passports (hereinafter referred to as the “Holders of passports“) of the State of either Party shall be exempted from a visa requirement to enter, exit, transit through and stay in the territory of the State of the other Party for a period not exceeding 90 (ninety) days during any period of 180 (one hundred and eighty) days following the date of their first entry, providing that they do not engage in a gainful activity, including self-employment or any other form of private paid activity in the territory of the State of the other Party.

2. The Holders of passports of the State of one Party, who intend to enter the territory of the State of the other Party for period longer than the period provided for in paragraph 1 of this Article, shall obtain a visa to enter territory of the State of this Party.

Article 3
Visas for Assignments

1. The Holders of passports of the State of either Party members of the staff of a diplomatic or consular mission located in the territory of the State of the other Party, and their family members who live with them, holding a valid diplomatic or official passport, may enter and reside without a visa, if their first entry is notified through diplomatic channels 30 (thirty) days prior to it.

2. The Holders of passports of the State of either Party who are assigned as members of international organizations located in the territory of the State of other Party and their family members who live with them holding a valid diplomatic or official passports, shall be entitled to the same rights referred to in Paragraph 1 of the present Article.

3. The Holders of passports of the State of either Party shall cross the border only at the border crossing points intended for international travel.

Article 4
Applicability of National Laws

The Holders of passports of the State of either Party during their stay in the territory of the other Party shall be obliged to abide by national laws and regulations of the State of that Party.

Article 5
Relation to other international agreements

Nothing in the Agreement shall be construed as affecting the rights and obligations set out in the Vienna Convention on Diplomatic Relations of 18 April, 1961 of the Vienna Convention on Consular Relations of 24 April, 1963.

Article 6
Persona non grata

This Agreement shall not restrict the right of either Party to refuse entry or limit the period of stay on the territory of its State of the Holders of passports of the State of the other Party if the person is considered undesirable (persona non grata).

Article 7
Temporary Suspension of the Agreement

1. Each Party may temporarily, in whole or in part, suspend the implementation of this Agreement due to reasons of public order, national security or protection of public health. The suspension shall not affect the rights for Holders of passports who have already entered the territory of the State of the other Party.

2. The Parties shall inform each other through diplomatic channels, not later than 72 hours, of the implementation of the measures referred to in paragraph 1 of this Article.

Article 8
Exchange of specimens

1. The Parties shall exchange, through diplomatic channels, specimens of their valid diplomatic or official passports and all information concerning their use, after the signing of this Agreement, but not later than 30 days before its entry into force.

2. If new passports are introduced, or if the current ones undergo modifications, either Party shall immediately inform the other Party and exchange their specimens through diplomatic channels, prior to their formal introduction.

Article 9
Loss of Passports

1. The Holders of passports of the State of either Party, in case of loss or damage of travel documents in the territory of the State of the other Party, shall immediately inform the diplomatic or consular mission of their own State which shall notify the Foreign Affairs Service of the receiving country.

2. In case of lost or damaged passports, the diplomatic or consular mission of the State of the Party concerned shall issue a new passport or other travel document, temporarily replacing the lost passport.

Article 10
Dispute Settlement

Any disputes or disagreement arising out of the interpretation or implementation of the provisions of this Agreement shall be settled by negotiations and consultations through diplomatic channels without reference to any third party or an international tribunal.

Article 11
Revision and Amendments

This Agreement may be amended or supplemented by the mutual consent of the Parties in writing. Any amendment shall become an integral part of this Agreement and shall enter into force according to the procedure provided for in Article 12 of the Agreement.

Article 12
Entry into Force, Duration and Termination

1. This Agreement is concluded for an indefinite period of time and shall enter into force on the 30th (thirtieth) day from the date of the receipt of the last notification, through diplomatic channels, that the requirements envisaged by their national legislation for its entry into force have been met.

2. Either Party may terminate this Agreement at any time by informing the other Party through diplomatic channels. The validity of the present Agreement shall cease on the 90th (ninetieth) day from the date on which such notice has been received.

Done in New York, on 23rd day of September 2024, in two originals, each in the Uzbek, Serbian and English languages, all texts being equally authentic.

In case of any divergence regarding interpretation, the English text shall prevail.
