Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишDesiring to enhance and strengthen cooperation in the fields of digitalization, electronic government, and information and communication technologies (hereinafter referred to as: ICT), through the exchange of knowledge, ideas, experiences, and best practices;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишIntending that both Parties carry out activities in the fields of research, development and application of modern digital solutions, and that cooperation based on the principles of equality, reciprocity, and mutual benefit may contribute to their further development;

Objectives of Cooperation
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишThe objective of this Memorandum of Understanding (hereinafter referred to as: the “Memorandum”) is to:
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш1. Encourage cooperation between the institutions of the Parties in further implementing digitalization and applying modern technologies in order to improve the quality, efficiency, and accessibility of electronic services.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш2. Facilitate the exchange of knowledge, ideas, experiences, and best practices in the fields of digitalization, electronic government, and the development of digital and innovative infrastructure.

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишThe objective of this Memorandum is to encourage cooperation between the Parties in the fields of public administration digitalization, electronic government development and application of modern technologies, in particular in the following areas:

Improvement of electronic services through joint activities aimed at enhancing the quality, efficiency, accessibility, and user experience in the use of electronic government, as well as the application of modern ICT solutions in the public sector to achieve these objectives;

Exchange of knowledge, ideas, and professional experience in the development and implementation of electronic government, including the concept of interoperability of information systems and services, as well as data standardization and procedures for secure and efficient data exchange;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш3. Exchange of experiences and good practices in the field of application of artificial intelligence and other advanced technologies in the public sector, including the development of innovative digital solutions and services;

Support and promotion of access to open data as a public good, with the exchange of good practice examples in the development and use of open data platforms for the needs of citizens, business and the scientific research community;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш5. Exchange of experiences in the field of information and cyber security, including the development of mechanisms for early detection, monitoring and response to cyber threats in electronic government systems;

Cooperation in the fields of digital skills development and strengthening human capacities, including the exchange of experiences in the creation and implementation of training programmes and other activities aimed at the development of knowledge in the fields of information and communication technologies, software development and artificial intelligence;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш7. Organizing and conducting joint seminars, conferences, forums, workshops, study visits and other expert gatherings for the purpose of exchanging knowledge, experiences and best practices in areas of common interest;

Encouraging participation in international and regional initiatives and events related to the digitalization of public administration, electronic government and the development of information systems, in accordance with the needs and priorities of the Parties.

Financing and Costs
Financing and Costs
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишThe Parties shall jointly decide, on a case-by-case basis, in accordance with their available financial and other resources, on the coverage of costs arising from the implementation of the provisions of this Memorandum.

Legal Obligations
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишThe Parties agree that the implementation of cooperation provided for under this Memorandum shall be defined by separate or individual agreements to be negotiated and executed between the Parties at a later stage, with the prior consent of the Governments.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишThis Memorandum is not a legally binding agreement; it is intended by both Parties solely as an expression of their current intentions, and neither Party intends to create any legal rights or obligations for the other Party, including any claim that may later be enforced as a binding agreement.

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишBoth Parties undertake to ensure the protection of all intellectual property rights that may arise as a result of joint activities carried out by the two States in accordance with the provisions of this Memorandum or applicable legislation, as well as any other international agreements to which both States are parties.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишThis Memorandum does not grant either Party the right to use the sign, logo, coat of arms, any other identity mark, or any other intellectual property right of the other Party, except in cases and to the extent for which prior written consent has been obtained from the other Party.

Confidentiality of Information
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишEach Party agrees to maintain the confidentiality and secrecy of documents, information, and data received from the other Party in the course of implementing this Memorandum or any agreements concluded pursuant to it.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишBoth Parties confirm that the obligations of confidentiality under this Article shall remain in force and binding even after the termination of this Memorandum.

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишThe Parties mutually confirm that, in the implementation of cooperation under this Memorandum, they shall comply with all applicable regulations concerning personal data protection, electronic communications, prevention of corruption, as well as all other applicable national legislation governing the subject matter of this Memorandum.

Amendments and Supplements
Amendments and Supplements
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишThis Memorandum may be amended and supplemented by mutual consent of both Parties through the conclusion of a written annex.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишThe annex shall enter into force on the date jointly determined by the Parties and shall constitute an integral part of this Memorandum.

Entry into Force, Duration, and Termination
Entry into Force, Duration, and Termination
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишThis Memorandum shall enter into force on the date of its signing.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишEither Party may terminate this Memorandum by providing written notice to the other Party through diplomatic channels. This Memorandum shall cease to be in effect thirty (30) days after the receipt of such written notice.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишThe termination of this Memorandum shall not affect any agreements, programmes, projects, or other cooperation activities that have been undertaken or are ongoing in accordance with this Memorandum. In such cases, the Party shall continue to fulfil its obligations in accordance with the provisions of such agreements, programmes, projects, or activities.

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишAny differences or disputes arising between the Parties concerning the interpretation, implementation, or application of this Memorandum shall be resolved amicably through consultations or negotiations between the Parties via diplomatic channels.

Transitional and Final Provisions
Transitional and Final Provisions
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишThis Memorandum is concluded in the Uzbek, Serbian and English languages. In the event of any discrepancies between the versions, the English version shall prevail.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишThis Memorandum is drawn up in two (2) identical copies, of which each Party shall retain one (1) copy.
