In order to ensure the implementation of the Decree of the President of the Republic of Uzbekistan No. DP-6277 dated August 11, 2021, “On measures to provide material assistance to low-income families and further expand the scope of poverty reduction”, as well as to further improve the social protection system of the population, the Cabinet of Ministers resolves:

1¹. It shall be established that the following interactive services shall be provided to citizens receiving pensions and allowances through free short text (SMS) messages sent to their mobile communication devices:

informing about increases in pensions and allowances in accordance with decrees and resolutions of the President of the Republic of Uzbekistan;

notifying recipients of the transfer of pensions or allowances to their bank cards;

providing information on pensions, allowances and other social payments;

providing, upon personal request via designated short numbers, information on the amount of pensions and allowances, forms of payment and periods of assignment.

2. The Cadastral Agency under the Ministry of Economy and Finance of the Republic of Uzbekistan shall ensure, by March 2022, the formation of a register of subsidiary household land plots of individuals and the regular submission of such data to the information system “Unified Register of Social Protection.”

3. The Ministry of Justice of the Republic of Uzbekistan, jointly with the Supreme Court and the Ministry of Economy and Finance, shall ensure, starting from April 1, 2022, court decisions on dissolution of marriage and deprivation of parental rights are transmitted online from the information system of the Supreme Court and are received on the day of their issuance by the unified electronic archive information system of civil registry offices, as well as by the information system “Unified Register of Social Protection.”

At the same time, mutual electronic exchange of information shall be ensured regarding:

children left in the care of a father, mother or persons substituting them in accordance with court decisions;

parents deprived of parental rights and their children.

4. The proposals of the Ministry of Economy and Finance and the Ministry of Poverty Reduction and Employment aimed at further strengthening the social protection of low-income families shall be approved, providing for the automatic transfer, through the information system “Unified Register of Social Protection,” of the following benefits assigned before September 1, 2021:

allowances for families with children under 14 years of age;

childcare allowance until the child reaches the age of two;

material assistance to low-income families,

into child allowances for low-income families, without requiring additional applications or documents from citizens in cases where an increase in the amount of benefits is provided for under the new procedure.

In this case, the amounts of the above-mentioned benefits shall be recalculated taking into account:

the number of children under 18 years of age in the family;

the existing payment periods.

6. Control over the execution of this Resolution shall be entrusted to the Deputy Prime Minister of the Republic of Uzbekistan for financial, economic and poverty reduction issues - Minister of Economic Development and Poverty Reduction J.A. Kuchkarov, and the Minister of Finance T.A. Ishmetov.
