The purpose of this Law is to regulate relations in the field of patronage.

Legislation on patronage consists of this Law and other legislative acts.

If an international treaty of the Republic of Uzbekistan establishes rules other than those stipulated by the legislation of the Republic of Uzbekistan on patronage, then the rules of the international treaty shall apply.

This Law applies to relations arising from the implementation of charitable activities for the development of culture and art.

The following basic concepts apply in this Law:

patronage (patronage activity) — sponsorship activities carried out by individuals and legal entities in the field of culture and art, as well as science, education, enlightenment and other activities related to the development of culture and art;

a patron — an individual or legal entity carrying out patronage activities;

a recipient of patronage support — an individual or legal entity carrying out activities related to the preservation and development of culture and art at the expense of patronage support;

patronage support — property transferred to recipients of patronage support, as well as work performed for them, services rendered and other types of support by patrons in the framework of patronage activity on a gratuitous basis or on favorable terms.

Patronage activities are carried out in order to:

creating conditions for the conservation, protection and use of cultural heritage of the Republic of Uzbekistan;

supporting professional activities in the field of culture and art;

participation in the implementation of state and other programs, projects in the field of conservation, protection and use of cultural heritage of the Republic of Uzbekistan;

supporting young talents and figures in the field of culture and art;

expansion of moral and other incentives for the participation of individuals and legal entities in the development of culture and art.

Patronage activities can be carried out for other purposes related to the development of culture and art.

Patronage activities is carried out on the basis of the principles of legality, voluntariness, humanism and reliability of reporting.

Patronage activities should be carried out in accordance with the Constitution of the Republic of Uzbekistan, this Law and other legislative acts.

The principle of voluntariness is to grant patrons the right to provide patronage support and recipients of patronage support the right to receive or not to receive it without coercive influence from third parties.

The patronage activity is based on the desire to form a humanized human environment in society, to ensure the freedom of his creative activity.

Patrons and recipients of patronage support are required to maintain reliable records in the processes of providing and using patronage support.

Individuals and legal entities have the right to freely carry out patronage activities on the basis of voluntariness and freedom of choice of its goals.

Individuals and legal entities have the right to freely participate in patronage activities individually or by combining, with or without the formation of sponsorship organizations.

No one has the right to restrict the freedom of choice of the purposes of patronage established by this Law and the forms of its implementation.

The subjects of patronage activities are patrons and recipients of patronage support.

Patrons may be residents and non-residents of the Republic of Uzbekistan.

Recipients of patronage support may be residents of the Republic of Uzbekistan.

The mass media may:

cover events aimed at the development of patronage activities, including improving the information and legal culture of the population in the field of culture and art;

exercise public control over the implementation of legislation on patronage;

interact with bodies and organizations of the sphere of culture and art, as well as subjects of patronage activity on issues of the development of culture and art.

The mass media may participate in other events in accordance with the law.

Subjects of patronage activity have the right to inform the public, including through the mass media and information resources in the global Internet information network, about the fact and purpose of providing patronage support. Such information may be distributed only with the consent of the patron.

Patronage activities is carried out on the basis of an agreement on the provision of patronage support concluded between the patron and the recipient of patronage support.

The agreement on the provision of patronage support should establish the purposes, form, conditions, terms and amount of the provision of patronage support, the responsibility of the parties in case of failure to fulfill or improper performance of contractual obligations, the procedure for resolving disputes, details of the parties, the date and place of conclusion of the contract, as well as other essential conditions that established by law for contracts of this type or regarding which, at the request of one of the parties, an agreement must be reached.

The condition of the agreement on the provision of patronage support may be the requirement to mention the name and personalization of the patron and establish the form for such mention.

The agreement on the provision of patronage support may establish mechanisms for monitoring the intended use of patronage support.

The rights and legitimate interests of patrons of activity are guaranteed by the state. Restriction of the right of a patron to choose forms of conducting patronage activities is not allowed.

The state provides support to patronage activities by:

providing patrons with privileges and preferences on taxes and other obligatory payments and tariffs;

awarding state or other awards to patronages;

perpetuating the names of patrons.

The state may support patronage activities in other ways in accordance with the law.

The Ministry of Culture of the Republic of Uzbekistan with the purpose of information and organizational support for patronage activities, the formation of a positive public opinion about patronage activities provides:

the provision of methodological and advisory assistance to subjects of patronage activity;

organization and implementation of activities aimed at supporting and developing patronage activities;

the creation and operation of a specialized website on the world Internet, providing information on ongoing projects in the field of patronage activities, as well as the interest of potential recipients of patronage support in its receipt;

collection, analysis, dissemination of information on patronage activities;

generalization and promotion of best practices of patronage activities;

the implementation of measures to award and perpetuate the names of patrons who have made a great contribution to the development of culture and art.

The Ministry of Culture of the Republic of Uzbekistan may exercise other powers in accordance with the law.

The patron independently determines the persons as recipients of patronage support, as well as forms of providing patronage support in accordance with the requirements of this Law.

Patronage support cannot be provided at the expense of the State budget of the Republic of Uzbekistan.

Receiving patronage support is not a reason for reducing state funding of the recipient of patronage support, with the exception of cases provided by law.

Disputes arising in the field of patronage are resolved in the manner prescribed by law.

Persons guilty of violating the legislation on patronage are liable in the prescribed manner.

The Ministry of Culture of the Republic of Uzbekistan and other interested organizations shall ensure the execution, communication to the performers and clarification among the population of the essence and significance of this Law.

The Cabinet of Ministers of the Republic of Uzbekistan:

to bring government decisions in line with this Law;

to ensure the review and annulment by government bodies of their normative legal acts that contradict this Law.

This Law shall enter into force on the day of its official publication.
