NK “Uzbektourism”, ministries, departments, the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of the regions and Tashkent city to bring their regulatory legal acts into compliance with this resolution within a month.

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш1. This Regulation in accordance with the laws of the Republic of Uzbekistan “On tourism”, “On the state border of the republic of Uzbekistan”, “On protected natural areas”, “On the protection and use of cultural heritage sites” determines the procedure for entry (passage), temporary stay and movement tourists in objects and places in the territory of which a special regime of stay is established (hereinafter - a special territory).
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш2. For the purposes of this Regulation, special territories include objects of cultural heritage and protected natural territories located in the border zone.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш3. Entry (passage), temporary stay and movement of tourists in a special territory is carried out with the permission of the territorial divisions of the Ministry of Internal Affairs of the Republic of Uzbekistan (hereinafter referred to as internal affairs bodies). The permit is issued by putting a mark by the internal affairs body in the application for a permit and entry (passage), temporary stay and movement in a special territory in the form in accordance with Appendix No. 1 to this Regulation.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш4. A tourist group or a tourist entering (passing through) a special territory must have an identity document and a permit issued in accordance with this Regulation.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш5. The permit shall be issued for the period specified in the application of the tourist organization or tourist. Temporary stay in a special territory is limited to the period of validity of the permit, which is issued for a period of up to five days.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш6. A tourist organization or a tourist who has received permits for a special territory is allowed to tour only accompanied by an authorized representative of a tourist organization conducting a tour that is a resident of the Republic of Uzbekistan (hereinafter referred to as the representative).

Permits for entry (passage), temporary stay and movement of tourists in a special territory are issued by the internal affairs bodies at the place of registration (legal address) of the tourist organization or at the location of the visited special territory.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш8. Permission to enter (passage), temporary stay and movement of tourists in a special territory, issued by the internal affairs authorities, is valid for three months and is mandatory for all state bodies (officials), regardless of departmental subordination.

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш9. An application for issuing permission to enter (passage), temporary stay and movement around a special territory in the form in accordance with Appendix No. 1 to these Regulations (hereinafter referred to as the application), is submitted to the internal affairs bodies in duplicate no later than 5 working days before the start of the tour. The application may be filed in electronic form.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишOne copy of the application with a mark of acceptance (date and signature of the responsible person of the internal affairs body) is returned to the applicant.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш10. The following documents are attached to the application for a permit to enter (passage), temporary stay and movement of tourists in a special territory:
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш1) a list of tourists in the form in accordance with Appendix No. 2 to this Regulation - for tourism organizations;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш2) a list of representatives in the form in accordance with Appendix No. 3 to this Regulation;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш3) a map of the tour area with the marked route;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш4) the program of the route indicating the places of overnight stays by date;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш5) copies of passports of tourists and representatives.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишIt is forbidden to demand other documents and information not provided for by this Regulation.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш11. The list of tourists shall indicate: the surname and name of the tourists, their citizenship, date of birth, series and passport number, date of issue and validity, type and serial number of the visa issued by whom and validity period (if there is a visa - from the moment of entry into the republic, and in case of absence - after its execution by the competent authorities of the Republic of Uzbekistan), with the exception of tourists who arrived from the country with which a visa-free regime is established.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш12. Permission is issued to tourists who have reached the age of 16. A permit for persons under the age of 16 is issued for one of the parents or legal representatives or other adult persons accompanying them.

Issuance of permits to foreign tourists from visa-free countries, as well as those who have not received a visa at the time of application, included in the application for a permit, is carried out on a common basis in accordance with this Regulation.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш14. Foreign tourists who have received a visa to the Republic of Uzbekistan, an additional check is not required.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишForeigners who have not reached the age of 16, entering (passing through) a special territory, are not subject to the verification specified in paragraph 13 of these Regulations.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш15. The issuance of passes is carried out within 30 business days from the date of application to the internal affairs bodies, but no later than 3 working days before the start of the tour.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш16. A group permit is issued in the name of the representative, indicating the number of group members in it with an Appendix of the group list, about which a corresponding entry is made in the permit. Each sheet of the list is certified by the signature of the person who issued the permit, as well as the seal of the relevant internal affairs body.

When issuing permits for entry (passage), temporary stay and movement of tourists on a special territory, the internal affairs bodies shall send copies of applications and documents referred to in paragraph 10 of these Regulations to the appropriate territorial unit of the Border Troops of the State Security Service of the Republic of Uzbekistan.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш18. Internal affairs bodies have the right to refuse to issue permits for entry (passage), temporary stay and movement of tourists in a special territory.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш19. The decision to refuse to issue a permit for entry (passage), temporary stay, movement in a special territory shall be notified in writing to a tourist organization or tourist no later than three business days from the date of applying for a permit.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш20. The decision to refuse to issue a permit may be appealed in the manner prescribed by law.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш21. Damage caused to a tourist organization or tourist by an unlawful refusal to issue a permit for entry (passage), temporary stay, movement in a special territory is subject to compensation in the manner prescribed by law.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш22. After the end of the tour, tourist organizations and tourists are registered at the checkpoint at the entrance (exit) to the border zone. If the group leaves a special territory outside the control post, the tourist organization informs the military unit controlling the area about the group’s withdrawal directly by telephone.

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш23. Tourism organizations, tourists and representatives in the prescribed manner are responsible for the accuracy of the information provided, as well as for compliance with the requirements of the law in a special territory.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш24. Tourism organizations and tourists are required to:
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишensure the availability of the necessary equipment, equipment and means of communication in the tour;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишensure the passage of the tour strictly according to the declared route;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишimmediately inform the internal affairs authorities about incidents during the tour.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишIV. The procedure for monitoring the entry (passage), temporary stay and movement of tourists in a special territory
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш25. Control over the entry (passage), temporary stay and movement of tourists on a special territory is carried out by units of the border troops of the NSS and internal affairs bodies both jointly and independently within their competence.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш26. Employees of the units of the border troops of the NSS and internal affairs agencies in the exercise of control:
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишcheck identity documents and documents giving the right to temporary stay, movement in a special territory, carry out a preliminary search of vehicles and hand luggage;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишstop vehicles moving in a special territory in order to verify the legality of stay in the territory of persons in vehicles;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишconduct raids to verify that tourists comply with the laws governing entry (passage), temporary stay and movement in the territory.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишEmployees of the units of the border troops of the NSS and internal affairs bodies also perform other actions established by law.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш27. Monitoring compliance with this Regulation lies with the Ministry of Internal Affairs and the National Security Service of the Republic of Uzbekistan.

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишproviding benefits to certain categories of tourists in the provision of paid services
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишҲужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш1. This Procedure has been developed with the aim of providing additional measures of social support to certain categories of tourists - citizens of the Republic of Uzbekistan in the provision of paid services by cultural and leisure institutions (hereinafter - institutions).
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш2. This Procedure is binding on state organizations (hereinafter referred to as the organization). For other persons, this Procedure is advisory in nature.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш3. This Procedure applies to the following types of institutions:
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишcultural and leisure facilities;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишtheatrical and entertainment organizations;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишmuseums;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишparks;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишprotected natural areas;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишobjects of tangible cultural heritage.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш4. In accordance with this Procedure, benefits are provided for the following categories of tourists - citizens of the Republic of Uzbekistan:
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишparticipants and invalids of World War II, as well as persons equated to them;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишparticipants in the labor front of World War II;

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш5. The list of paid services for which the privilege is granted to citizens is drawn up by order of the head of the institution. The cost of paid services is set based on the approved tariffs for paid services of the organization.

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишfor participants and disabled people of the Second World War, persons equated with them, participants in the labor front of the Second World War, for those in the care of Sakhovat boarding schools, pupils of Mehribonlik houses and Muruvvat orphanages - at a rate of 100% of established tariff;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишfor disabled people of I and II groups, labor veterans, pensioners, for preschool children, military personnel serving in military service in the ranks of ordinary and sergeant personnel - at a rate of 50% of the established tariff.

Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишfor participants and invalids of the Second World War, veterans and retirees - an established certificate confirming this status;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишfor caregivers in boarding houses “Sakhovat” - a passport and a certificate from the relevant medical and social institution;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишfor pupils of “Mehribonlik” houses and “Muruvvat” orphanages - a birth certificate and a certificate of the appropriate educational or medical and social institution;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишfor preschool children - birth certificate;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишfor disabled people of I and II groups - a pension certificate, VTEC certificate;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишfor military personnel performing military service in the ranks of privates and sergeants, - a military certificate with a note confirming the passage of military service upon conscription.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишFor organized visits to cultural and recreational facilities, the basis for granting benefits may be an official letter of appeal from a legal entity that acts as the organizer of the visit.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш8. In pursuance of this Procedure, the head of the organization issues an order. The order on the benefits provided should indicate:
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишthe category of citizens who are granted a privilege in the institution of culture and leisure;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишthe size of the provided benefits in accordance with this Procedure;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишa list of documents upon presentation of which a privilege is granted;
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олишlist of paid services for which the privilege is provided.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш9. The benefits provided by this Procedure are not cumulative. If there are several grounds for establishing benefits, benefits are established on one of the grounds for the choice of a citizen.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш10. Benefits are not provided for attending paid events held in the organization by third parties on a contractual basis.
Ҳужжатга таклиф юборишАудиони тинглашҲужжат элементидан ҳавола олиш11. Information on the procedure and conditions for the provision of benefits is placed in accessible places for visitors in the institution, the media, on the official website of the institution.
