Ushbu dastur 9-sinf bitiruvchilarini kasb-hunar taʼlimi tizimi bilan toʻla qamrab olishni taʼminlashga, oʻquvchilarning umumiy oʻrta taʼlim bilan bir qatorda aniq bir kasbni egallab olishlariga qaratilgan. Dasturga muvofiq prinsipial yangi tipdagi oʻrta hunar oʻquv muassasalari tarmogʻi shakllandi. Zamonaviy oʻquv-laboratoriya uskunalari bilan jihozlangan 533 ta kasb-hunar kolleji va 54 ta akademik litsey barpo etildi. Kollejlar va litseylarni qurish hamda jihozlash boʻyicha mamlakatimiz industriyasi yaratildi. Yangi taʼlim standartlari va oʻquv dasturlari ishlab chiqildi.</div></div><div class="ACT_TEXT"><div name="-217905" id="-217905">Bugungi kunda Kadrlar tayyorlash milliy dasturi yosh avlodga uzluksiz taʼlim berish va uni tarbiyalash jarayonini yaxlit qamrab oladigan yagona taʼlim majmui hisoblanadi. Bunda taʼlim tizimining har bir boʻgʻini alohida oʻrin va masʼuliyatga egadir. Dasturni toʻliq amalga oshirish, qoʻyilgan vazifalarga erishish ana shu boʻgʻinlarning holati va rivojlanish darajasiga, ularning oʻzaro uygʻunligiga bogʻliqdir.</div></div><div class="ACT_TEXT"><div name="-217906" id="-217906">Shu bilan birga, tahlillar shuni koʻrsatadiki, butun tizimning eng muhim boshlangʻich bosqichi boʻlgan maktab taʼlimining ortda qolayotgani yaxlit uzluksiz taʼlim zanjirida eng zaif boʻlib qolmoqda. Buning asosiy sababi maktablar moddiy bazasining zaifligi boʻlib, ularning 40 foizga yaqini tipovoy boʻlmagan moslashtirilgan binolarda joylashgan, jami 9727 ta maktabdan 684 tasi avariya holatidadir. Koʻpgina maktablar markazlashtirilgan isitish sistemasiga ega emas, ichimlik suv va tabiiy gaz bilan taʼminlanmagan. Oʻquvchilarning 28 foizdan koʻprogʻi ikki-uch smenada oʻqitiladi. Maktablarning oʻquv-laboratoriya uskunalari bilan jihozlanish darajasi 29 foizni, zamonaviy kompyuter texnikasi bilan taʼminlanishi esa 15 foizga yaqinni tashkil qiladi. Maktablarning faqat yarmigina sport zallariga ega, ularning sport uskunalari va anjomlari bilan jihozlanishi esa 23 foizdan oshmaydi. Ayniqsa qishloq joylardagi maktablarning moddiy bazasi qoniqarsiz ahvolda.</div></div><div class="ACT_TEXT"><div name="-217907" id="-217907">Oʻqituvchilar, eng avvalo boshlangʻich sinf oʻqituvchilarining mehnatini ragʻbatlantirish borasida tarkib topgan tizim maktab taʼlimida hamon zaif boʻgʻin boʻlib qolmoqda, bunda pedagoglar isteʼdodi, kasb mahorati ularning mehnatiga haq toʻlash chogʻida hali ham belgilovchi mezonga aylanmayapti.</div></div><div class="ACT_TEXT"><div name="-217909" id="-217909">Kadrlar tayyorlash milliy dasturini muvaffaqiyatli amalga oshirishning muhim sharti sifatida maktab taʼlimining orqada qolishiga barham berish hamda maktablarning moddiy-texnika bazasini mustahkamlash va uzluksiz taʼlimning yagona tizimini shakllantirish bilan bogʻliq mavjud jiddiy muammolarni bartaraf etish maqsadida:</div></div><div class="ACT_TEXT"><div name="-217911" id="-217911">1. Oʻzbekiston Respublikasi Prezidentining 2004-yil 19-fevraldagi F–1910-sonli farmoyishi bilan tuzilgan Maxsus komissiya va ishchi guruhlar tomonidan respublika mintaqalarida bevosita boʻlib, barcha umumiy taʼlim maktablari toʻliq roʻyxatdan oʻtkazilganligi, ularning moddiy-texnika bazasining hozirgi holati tanqidiy va batafsil oʻrganib chiqilganligi, maktablar pasportlashtirilganligi, <a href="/acts/-214645#-418536">1 </a>va <a href="/acts/-214645#-418540">2</a>-ilovalarga muvofiq maktablarni qayta tiklash borasidagi ishlarning mezonlari ishlab chiqilganligi hamda aniq tip va yoʻnalishlari belgilab olinganligi maʼlumot uchun qabul qilinsin.</div></div><div class="ACT_TEXT"><div name="-217912" id="-217912">2. 2004—2009-yillarda Maktab taʼlimini rivojlantirish Davlat umummilliy dasturini amalga oshirish mamlakatda taʼlim tizimini isloh qilishning hozirgi bosqichidagi eng muhim vazifa deb hisoblansin.</div></div><div class="ACT_TEXT"><div name="-217913" id="-217913">Maktab taʼlim tizimini tubdan yaxshilashni; eng yuqori zamonaviy talablarga mos keladigan oʻquv-moddiy bazasi va taʼlim standartlari shakllantirilishini; yashash joyidan qatʼi nazar, qishloq va shahar maktablarining moddiy bazasi hamda taʼminlanish darajasidagi tafovutlarni bosqichma-bosqich bartaraf etish asosida bolalarning taʼlim olishi uchun teng shart-sharoitlar yaratilishini; oʻqituvchilar mehnati har tomonlama ragʻbatlantirilishini koʻzda tutuvchi Davlat umummilliy dasturining asosiy tamoyillari va maqsadli vazifalari maʼqullansin.</div></div><div class="ACT_TEXT"><div name="-217914" id="-217914">Maktab taʼlimini rivojlantirish Davlat umummilliy dasturini amalga oshirishning quyidagi asosiy yoʻnalishlari belgilansin:</div></div><div class="ACT_TEXT"><div name="-1452781" id="-1452781">kapital rekonstruksiya qilish, kapital va joriy taʼmirlashning, avariya holatidagi binolarni buzib tashlashning manzillari aniq koʻrsatilgan dasturlarini va maktab binolarining namunaviy loyihalarini ishlab chiqqan holda umumiy taʼlim maktablarining moddiy-texnika bazasini mustahkamlash va rivojlantirish;</div></div><div class="ACT_TEXT"><div name="-217921" id="-217921">maktablarni zamonaviy oʻquv va laboratoriya uskunalari, kompyuter texnikasi, darsliklar va oʻquv-uslubiy materiallar bilan taʼminlash;</div></div><div class="ACT_TEXT"><div name="-217924" id="-217924">taʼlim tizimida qoʻllanilayotgan oʻquv standartlari va oʻquv dasturlarini takomillashtirish;</div></div><div class="ACT_TEXT"><div name="-217925" id="-217925">umumiy taʼlim maktablari, birinchi navbatda qishloq joylardagi maktablarni malakali pedagog kadrlar bilan taʼminlash, ular tarkibi sifatini oshirish, oʻqituvchilar tayyorlash, qayta tayyorlash va malakasini oshirishning samarali tizimini yaratish, oʻqituvchilar mehnatini ragʻbatlantirishni kuchaytirish;</div></div><div class="ACT_TEXT"><div name="-217927" id="-217927">umumiy taʼlim maktablarida sportni rivojlantirish va ularning sport bazasini mustahkamlash.</div></div><div class="ACT_TEXT"><div name="-217928" id="-217928">3. 2004—2009-yillarda Maktab taʼlimini rivojlantirish Davlat umummilliy dasturini amalga oshirish borasidagi ishlarning butun kompleksi bajarilishi uchun masʼuliyat Maxsus komissiya (Sh.M. Mirziyoyev), Oʻzbekiston Respublikasi Xalq taʼlimi vazirligi, Qoraqalpogʻiston Respublikasi Vazirlar Kengashi, viloyatlar, Toshkent shahri, shaharlar va tumanlar hokimliklari zimmasiga yuklatilsin.</div></div><div class="ACT_TEXT"><div name="-217929" id="-217929">Dasturni amalga oshirish borasidagi ishlarni muvofiqlashtirish maqsadida har bir alohida shahar va tuman boʻyicha ishlar jabhasi va ularni bajarish muddatlari aniq belgilanishi, buzib tashlanadigan, kapital rekonstruksiya qilinadigan va kapital taʼmirlash talab etiladigan maktablar joylashgan manzillarning xaritalarini tuzish koʻzda tutilsin va shu asosda har bir obyekt boʻyicha tiklash ishlari maktablardagi oʻquv jarayoniga zarar yetkazmasligi uchun ularni bajarishning aniq dasturlari tayyorlansin.</div></div><div class="ACT_TEXT"><div name="-217930" id="-217930">4. Oʻzbekiston Respublikasi Davlat arxitektura va qurilish qoʻmitasi tomonidan tasdiqlanmagan namunaviy loyihalarsiz va meʼyoriy xarajatlarning yuqori koʻrsatkichisiz maktablarni tiklash ishlarining amalga oshirilishi qatʼiyan taqiqlansin. Namunaviy loyihalarni real sharoitga moslashtirish chogʻida undan har qanday chekinish Davarxitektqurilish qoʻmitasi bilan kelishib olinishi zarur.</div></div><div class="ACT_TEXT"><div name="-217946" id="-217946">Belgilab qoʻyilsinki, Davlat arxitektura va qurilish qoʻmitasi maktablarni tiklash ishlarini amalga oshirishda namunaviy loyihalar hamda tasdiqlangan qurilish meʼyorlari va qoidalariga rioya etilishi uchun masʼul hisoblanadi.</div></div><div class="ACT_TEXT"><div name="-217947" id="-217947">Maxsus komissiya (Sh.M. Mirziyoyev) Davlat arxitektura va qurilish qoʻmitasi bilan birgalikda ikki oy muddatda respublika viloyatlarida manfaatdor tuzilmalar bilan birga shahar, qishloq va togʻli joylar sharoitini hisobga olgan holda namunaviy loyihalarga rioya etish yuzasidan masʼuliyatni oshirish talablarini bevosita ijrochilarga yetkazish uchun seminar va kengashlar oʻtkazsin.</div></div><div class="ACT_TEXT"><div name="-217948" id="-217948">9. 2004—2009-yillarda Maktab taʼlimini rivojlantirish Davlat umummilliy dasturini amalga oshirish yuzasidan buyurtmachi vazifasi Qoraqalpogʻiston Respublikasi Vazirlar Kengashi, viloyatlar va Toshkent shahri hokimliklari huzuridagi yagona buyurtmachi xizmatlariga yuklatilsin.</div></div><div class="ACT_TEXT"><div name="-217949" id="-217949">Davlat arxitektura va qurilish qoʻmitasi Qoraqalpogʻiston Respublikasi Vazirlar Kengashi, viloyatlar va Toshkent shahri hokimliklari huzuridagi yagona buyurtmachi xizmatlariga oʻzining vakillarini biriktirsin, ularning zimmasiga Maktab taʼlimini rivojlantirish dasturini amalga oshirish boʻyicha qilinayotgan ishlarning tasdiqlangan namunaviy loyihalar, qurilish meʼyorlari va sifatiga muvofiqligini taʼminlash masʼuliyati yuklatilsin.</div></div><div class="ACT_TEXT"><div name="-217950" id="-217950">10. Maxsus komissiya (Sh.M. Oʻzbekiston Respublikasi Iqtisodiyot vazirligi manfaatdor idoralar bilan birga, kasb-hunar kollejlari va akademik litseylarni jihozlash boʻyicha toʻplangan tajribadan kelib chiqib, 2004-yil 1-oktabrgacha:</div></div><div class="ACT_TEXT"><div name="-217955" id="-217955">mamlakatimiz korxonalarida ishlab chiqarilayotgan maktab partalari, maktablar uchun mebel va boshqa oʻquv uskunalari tanlovini eʼlon qilsin va koʻrgazmasini tashkil etsin;</div></div><div class="ACT_TEXT"><div name="-217956" id="-217956">Oʻzbekiston Respublikasi Xalq taʼlimi vazirligi ishtirokida maktab va oʻquv uskunalarining muayyan turlarini ishlab chiqarishga doir davlat buyurtmasining besh yillik dasturini ishlab chiqsin;</div></div><div class="ACT_TEXT"><div name="-217957" id="-217957">maktab va oʻquv uskunalarini ishlab chiqarish davlat buyurtmasini berish uchun mamlakatimiz ishlab chiqaruvchilari oʻrtasida tender oʻtkazsin.</div></div><div class="ACT_TEXT"><div name="-217958" id="-217958">12. Oʻzbekiston Respublikasi Xalq taʼlimi vazirligi Oliy va oʻrta maxsus taʼlim vazirligi, Qoraqalpogʻiston Respublikasi Vazirlar Kengashi, viloyatlar va Toshkent shahri hokimliklari bilan birgalikda 2004-yil 1-sentabrgacha 2005—2009-yillarda maktablarni zamonaviy oʻquv-laboratoriya jihozlari va kompyuter texnikasi bilan jihozlash boʻyicha maxsus dastur tayyorlasin va Vazirlar Mahkamasiga kiritsin.</div></div><div class="ACT_TEXT"><div name="-217959" id="-217959">Mazkur Dasturni tayyorlashda quyidagilar koʻzda tutilsin:</div></div><div class="ACT_TEXT"><div name="-217960" id="-217960">kasb-hunar kollejlari va akademik litseylarni oʻquv-laboratoriya uskunalari bilan jihozlash uslubiyoti va amaliyotini majburiy tarzda qoʻllash;</div></div><div class="ACT_TEXT"><div name="-217961" id="-217961">Maktab taʼlimini rivojlantirish Davlat umummilliy dasturini ijro etish muddatlarida maktablarni zamonaviy kompyuter texnikasi bilan jihozlash, ixtisoslashtirilgan sinflar (fizika, kimyo, biologiya va boshqa xonalari) tashkil etish, bunda moliyalash manbalari, ularni taʼmirlash boʻyicha moddiy baza mavjudligi, maktablarning tegishli mutaxassis va oʻqituvchilar bilan taʼminlanishini hisobga olish.</div></div><div class="ACT_TEXT"><div name="-217962" id="-217962">13. Uzluksiz taʼlim tizimi uchun oʻquv dasturlari, darsliklar va oʻquv qoʻllanmalarini qayta koʻrib chiqish hamda yangilarini yaratish boʻyicha Hukumat komissiyasi (A.A. Azizxoʻjayev) Matbuot va axborot agentligi, Oʻzbekiston Respublikasi Xalq taʼlimi vazirligi bilan birgalikda 2004-yil 1-sentabrgacha Umumtaʼlim maktablari uchun darsliklar va oʻquv-uslubiy qoʻllanmalarni nashr etish dasturini ishlab chiqsin va Vazirlar Mahkamasiga tasdiqlash uchun kiritsin. Bunda davlat taʼlim standartlari talablariga rioya etilishiga alohida eʼtibor qaratilsin.</div></div><div class="ACT_TEXT"><div name="-217963" id="-217963">14. Oʻzbekiston Respublikasi Moliya vazirligi, Mehnat va aholini ijtimoiy muhofaza qilish vazirligi Xalq taʼlimi vazirligi bilan birgalikda:</div></div><div class="ACT_TEXT"><div name="-217964" id="-217964">bir oy muddatda 2004-yil 1-sentabrdan boshlab oʻqituvchilar uchun mehnatga haq toʻlash va tarif stavkalari tizimini qayta koʻrib chiqish yuzasidan Vazirlar Mahkamasiga takliflar kiritsin, ularda isteʼdodli, oʻz kasbiga sodiq, taʼlim va tarbiya jarayoniga katta hissa qoʻshgan oʻqituvchilar, birinchi navbatda, boshlangʻich sinflar oʻqituvchilarini ragʻbatlantirishning samarali mexanizmini yaratish koʻzda tutilsin;</div></div><div class="ACT_TEXT"><div name="-217966" id="-217966">oʻqituvchilarga haq toʻlash tizimini tarmoq setkasiga oʻtkazish masalalari ommaviy axborot vositalarida, maxsus seminarlar, konferensiyalar va kengashlarda keng muhokama etilishini tashkil qilsin va 2004-yil 1-oktabrgacha Vazirlar Mahkamasiga aniq takliflar kiritsin.</div></div><div class="ACT_TEXT"><div name="-217968" id="-217968">15.
