Answers to 6 important questions regarding old-age pensions

       1. Who is entitled to receive an old-age pension?

         Men have the right to receive an old-age pension upon reaching the age of 60, provided they have at least 25 years of work experience. Women are entitled to receive an old-age pension upon reaching the age of 55, provided they have at least 20 years of work experience.

         2. How much work experience is required to receive the benefit?

         As a general rule, the required work experience is at least 25 years for men and 20 years for women. However, individuals who do not possess the aforementioned full work experience may still receive an old-age pension if they have at least 7 years of work experience. In such cases, the pension is paid in proportion to their actual work experience, and its amount cannot be less than 50 percent of the minimum old-age pension.

         3. To whom should one apply for an old-age pension and what documents must be submitted?

         A citizen has the right to apply for a pension appointment by choosing one of the following methods:

         By submitting an application to the district (city) department of the Off-budget Pension Fund under the Ministry of Economy and Finance of the Republic of Uzbekistan at their place of permanent or temporary residence;

         By completing a questionnaire at a Public Service Center of the Ministry of Justice, regardless of the place of residence;

         By independently completing an electronic questionnaire via the Unified Interactive State Services Portal (my.gov.uz).

         The applicant must attach documents confirming work experience (including special experience) and a certificate of wages. If necessary, certificates confirming military service, service in partisan detachments, or service in state security and internal affairs bodies, as well as diplomas, may be required.

         Important Note: In accordance with Presidential Decree No. 353 dated October 31, 2023, starting from March 1, 2025, a procedure for the proactive appointment of old-age pensions upon reaching the established age will be introduced. Under this system, a citizen's application or the submission of documents will no longer be required. Pensions will be calculated and appointed automatically via the Pension Fund's information system based on data (work experience, wages, etc.) obtained through interdepartmental information exchange.

         4. What is the procedure for calculating the pension?

         To calculate the pension, wages from any consecutive five years of work during the last ten years of labor activity are taken, regardless of breaks in work. This five-year period is selected at the choice of the pensioner.

         The pension amount consists of:

         The base amount of the pension: 55% of the average monthly wage for the selected 5-year period (but not less than 100% of the minimum old-age pension).

         Increases for additional work experience: For every full year of experience exceeding the required minimum, 1% of the average monthly wage is added.

         Allowances (Add-ons): Certain categories receive fixed additions. For example, persons with Group I disabilities receive an allowance of 75% of the Base Amount for Calculating Pension (BACP), and persons with Group I visual disabilities receive 100% of the BACP. A full list is provided in Article 28 of the Law "On State Pension Provision of Citizens".

         Note that the average monthly wage used for calculation is capped at twelve times the Base Amount for Calculating Pension.

         5. Within what timeframe is the pension appointed?

 If a citizen applies within sixty days from the date, they become eligible for the pension, it is appointed from the date they reached the pension age. If the application is submitted late, the pension is paid for a period not exceeding twenty-four months prior to the date of application. Old-age pensions are appointed for life.

         6. What is the procedure for paying pensions?

At the pensioner's choice, pensions are paid at their place of permanent or temporary residence by the district (city) departments of the Off-budget Pension Fund through designated delivery organizations or branches of commercial banks.
