Protocol on Cooperation
between the government of The United Arab Emirates and the government of the Republic of Uzbekistan
On mutual exemption of entry visa requirements
The Government of the United Arab Emirates and the Government of the Republic of Uzbekistan (hereinafter singularly referred to as the “Party” and collectively referred to as the “Parties”),
Desiring to develop their bilateral relations and strengthen the existing cooperation between the two countries,
Confirming their willingness to exempt the nationals of their two countries, from entry visa requirements to enter each other's territory,
Considering the Vienna Convention on Diplomatic Relations of 1961 and the Vienna Convention on Consular Relations of 1963,
Have agreed as follows:
Article 1
Both Parties have agreed to exempt their nationals from visa requirements as follows:
1. For the United Arab Emirates: Nationals holding special, service and ordinary passport, that are valid for at least six (6) months shall be exempted from visa requirements. This is to enter through the designated border, whether air, land, or sea, and stay in the territory of the other party for a maximum period of thirty (30) days. This exemption also applies to the registration procedures followed in the country of the other party.
2. For the Republic of Uzbekistan: Nationals holding biometric passport of a citizen (for travel abroad), biometric passport of a citizen (only for returning to Uzbekistan), that are valid for at least six (6) months shall be exempted from visa requirements and to stay in the territory of the other Party for a maximum period of thirty (30) days. This exemption also applies to the registration procedures followed in the country of the other party.
Article 2
1. The two Parties shall exchange specimens of their electronic passports specified in Article 1 through diplomatic channels at least thirty (30) days before the date of entry into force.
2. In case either Party introduces any amendments to its passports, that Party shall provide to the other Party specimens of these new passports before their introduction date.
3. Both Parties shall notify each other in case of any amendments to their domestic laws and regulations pertaining to the passports specified in Article 1 at least thirty (30) days prior to the entry into force of such amendments.
Article 3
Nationals of either Party who hold the valid passports indicated in Article 1 are not permitted to work, engage in any profession, or study in the territory of the other Party unless they get permission in accordance with the host country's applicable regulations and laws.
Article 4
1. The nationals of each Party may enter the territory of the other Party only through the border points designated for international passenger traffic.
2. The nationals of each Party holding the passports indicated in Article 1 are obligated to abide by the rules and regulations in effect in the other Party's territory for the duration of their stay.
Article 5
1. Each Party reserve the right to deny the entry or stay in its territory to any holder of the passports indicated in Article 1 in its territory whom it may considers persona non grata or undesirable.
2. If a national of either Partyʼs passport is lost or destroyed in the territory of the other Party, he or she must notify the responsible authorities of that Party so that the appropriate action can be taken. The Partyʼs concerned diplomatic mission or consular post shall issue a new passport or travel document to its national in accordance with the applicable laws and regulations, and shall notify the host Partyʼs concerned authorities.
Article 6
Both Parties must affirm their willingness to provide the maximum level of protection for their passports and travel documents in order to prevent them against forgery. They must comply with the International Civil Aviation Organization's minimal security standards for machine-readable travel documents.
Article 7
This Protocol on cooperation has no effect on the two Parties' rights and responsibilities deriving from international conventions and other agreements to which either or both are Parties.
Article 8
Any disagreements arising from the interpretation or application of this Protocol on cooperation shall be resolved through diplomatic channels through talks and negotiations between the two Parties.
Article 9
1. Any amendments to this Protocol on cooperation must be mutually agreed upon by the two Parties through an exchange of official notes via diplomatic channels.
2. Such amendments shall take effect in accordance with Article (10) of this Protocol on cooperation.
3. Either Party may temporarily or permanently suspend the application of this Protocol on cooperation for reasons of national security, public order or public health. Any such suspension must be reported to the other Party immediately via diplomatic channels, provided that it does not impact the rights of the nationals who have already entered the territory of the other Party.
Article 10
This Protocol on cooperation shall enter into force thirty (30) days after its signature and shall remain in force indefinitely, unless either Party notifies the other in writing via diplomatic channels of its desire to terminate it. This termination will take effect thirty (30) days following the official notification of termination.
Done at Abu Dhabi, on 16/01/2024 in two original copies each in the Uzbek, Arabic and English languages, and all texts being equally authentic.
In the event of a discrepancy in the interpretation of the provisions of this Protocol on cooperation, the English text shall prevail.
